Premda (dokazano) imam deformaciju zbog koje novine citam od prve do poslednje strane, priznajem da neke oblasti pratim s vise ili manje interesovanja. U bilo kom kontekstu da vidim Leskovac stanovi prodaja , obavezno zastanem, procitam i podvucem. Iako sam podstanar u Leskovcu, kupovina stana je samo tema za mastanje. „Dok dobuje kisa“ u tihim nocima ja razmisljam kako bi izgledalo posedovati stan...

Slozicete se sa mnom da je prodaja stanova u Leskovcu kao i Leskovac stanovi izdavanje interesantno stivo za citanje. Turbulentna oblast ispunjena kojekavim dogadjanjima, desavanjima, previranjima (ko je pomislio korumpiranjima?) Ako odlutam na poneki forum, bude to zabavan dan.

E sad, razlozi zbog kojih sam ja daleko od kupovine stana su, onako sustinski, okviri za tuznu pricu. Jeste, mogla bih se posipati pepelom na nekoliko gusto kucanih stranica ali, da je problem samo u meni, sve bi bilo igrarija. Mnogo nas je po ovim karakteristikama istih, slicnih bar.

U Srbiji je kupovina nekretnine nesto sto se radi samo jednom u zivotu. Eventualno, ako ste bas srecnik, priusticete sebi i „sekundarnu kucu“ tj. vikendicu ali to je druga prica.

Srbi se retko sele, samim tim, retko menjaju stanove ili kuce. „ Ko se seli taj se ne veseli “ dobacuje mi rodjena podsvest. Mada se ova mudrost odnosi na mehanicku radnju, na selidbu tj.prenos pokucstva i licnih stvari, definitivno se Srbi ni selidbi (kao promeni zivotnih prostora i mogucnosti) ne vesele.

Sociolog Ratko Bozovic kaze da u Srbima jos vlada strah koji proizvodi duh seoba-od davnina je to nasledjeno i utkano u dusu naseg naroda, a to je najbolje opisao Crnjanski. Srbi su, zapravo, uvek tesko dolazili do kuca. Zato smo mi, kao narod, stalno zeljni smirivanja, ne volimo kao Amerikanci da menjamo i da se seljakamo, oni u svojim zivotima u proseku promene i do sest mesta stanovanja. To je kod nas nezamislivo.

Srbi su stalno ostajali bez domova, gradili nove u tudjini, koji su im ponovo u nekom tamo ratu rusili. Onda su se opet i po ko zna koji put vracali na svoja stara i davno spaljena ognjista pa su ponovo gradili (Press). I tako u krug. Zato im je nepojmljiv koncept dobrovoljnog preseljenja.

Kao potkrepljenje ove karakteristike podsecam i da je porazavajuce mali broj ljudi spreman da promeni prebivaliste zbog potrebe posla. Bez obzira koliko placeniji bio ili kolike mogucnosti za napredovanje davao, ako podrazumeva menjanje adrese, Srbi ce takav posao skoro bez razmisljanja odbaciti.

Imamo urodjeni strah od gubitka imovine koji je jak kao retko gde u svetu. Nenaviknutost na selidbu se objasnjava „tradicijom ognjista“ i duboko ukorenjenim verovanjem da je covek uspeo u zivotu kad sagradi kucu koju nasledjuju sinovi. Svaki gubitak ognjista se smatra dubokim porazom. Razlozi sto je zapravo strah od gubitka imovine najveci strah u Srba, a ne strah od promaje kako se folklorno istice-leze negde izmedju savremene nenaviknutosti Srba na istinski kreditni kapitalizam i istorijskog iskustva „zivota na raskrsnici“, gde je utvrdjivanje ognjista ostalo najuzviseniji ideal.

Pomenuti Amerikanci nit’ se vezuju za nekretnine nit’ im poklanjuju toliko paznje prilkom gradnje. Kuca je, jednostavno, mesto gde spavate (ionako najveci deo dana provodite na poslu i u putu do posla). Kod Srba, medjutim, kuca je odraz imovinskog stanja no, o tome smo vec pisali.

Moje neodlucivanje na kupovinu stana moze se tumaciti, dakle, kao ocekivanje da nasledim tatinu kucu. Nije bas tako, trebalo je da je on do sada vec sazidao jednu samo za mene. Trebalo je i da sam ja sin. Obrni-okreni, ostah da pazljivo citam stranice koje imaju za temu stanove i prodaju u Leskovcu u kome ostajem da zivim. Pod istim krovom i na istom poslu, kao i vecina vas, zar ne?

Rubrike oglasi/stanovi/Zajecar Stanovi Prodaja zauzimaju sve više prostora u javnim glasilima. Skoro neverovatno zvuci podatak da Halo Oglasi u svojoj ponudi trenutno imaju preko 35.000 oglašenih nekretnina. Skoro neverovatno ako se ima u vidu da je samo pre dve godine taj broj iznosio tek nesto vise od 6.000.

Velika bara s puno krokodila, moglo bi se reci. I ne pogresiti. Prvenstveno zbog mnostva ponuda a onda i zbog brojnih prevara koje su ceste u ovoj oblasti pa je izjedanje od strane krokodila dozivljavano kao svakodnevnica. I opet cu ja o konacnom uvodjenju reda. Ali, ljudi moji, neophodno je! Neophodno je, prvenstveno, da klijentima koji se odlucuju za kupovinu nekretnine usluge pruzaju ljudi koji se u taj posao razumeju. U po’ dana i pola noci!

Za sigurnost kupca nekretnine izuzetno je vazna strucnost posrednika u kupoprodaji. Zato drzava konacno mora poraditi i na licenciranju onih koji se bave prodajom stanova, sekcijom Zajecar stanovi izdavanje, prodajom kuca i drugih nekretnina, kako bi se izbegle agencije koje postoje samo na papiru, a agentima se predstavljaju potpuno nestrucne osobe koje imaju za cilj samo da uzmu proviziju od klijenta. 

Danas se u Srbiji oglasima i stanovima tj. prometom nekretnina bavi vise od 1.000 posrednika, a za pokretanje tog posla dovoljno je registrovati preduzece koje cesto ima samo gazdu. Neretko se desavalo da umesto poslovnog prostora, agencija radi iz stana, da firma nije registrovana. Dovoljno je bilo samo u novinama oglasti prodaju stana i navesti broj mobilnog telefona. Kad pozovete taj broj i zatrazite nesto podrobnije informacije o oglasenom stanu, obicno bi usledio odgovor da cete vise informacija dobiti od agenta, na samom terenu. I da „samo“ uplatite proviziju na racun agencije. A onda, kao po pravilu, na terenu zateknete zakljucan stan. Ovo je toliko puta ponavljan scenario da se vise niko i ne uzbudjuje zbog toga. Mada, mnogi su se opekli.

Informacije validne za sticanje kompletne slike o opravdanosti vase poslovne odluke da se bas taj stan kupi, ne bi trebalo da dobijate samo od vlasnika stana. Upravo zbog slicnih prevara, nuzno je da se donese propis o posredovanju u prometu nepokretnosti. Svaki agent bi morao da ima licencu i polozen strucni ispit, sto bi znacilo da poznaje propise koji se odnose na konkretnu oblast kojom se bavi. Kompetencija, kompeticija pa i klasifikacija. Hm, teske strane reci koje se nisu primile na ovom terenu.

Zakonom o posredovanju u prometu nekretnina predvidjen je obavezan upis Imenika agenata u Registar posrednika. Ako tome dodamo i Registar investitora, koji obavezno mora da se vodi u svim jedinicama lokalne samouprave, shodno Zakonu o planiranju i izgradnji, mesetarima u preprodaji stanova bi se stalo na kraj. Medjutim, ovi poslovi idu veoma sporo, uprkos upozorenju iz Ministarstva za prostorno planiranje i zivotnu sredinu.

Kakva je situacija u Srbiji sa spiskovima (od birackog do poreskog) neki marifetluk je u najavi. Amaterizam, nesistematicnost , neprofesionalizam i nelogicnosti ih uvek prate
Registar investitora predstavlja javnu evidenciju o svim raspolozivim podacima o fizickom ili pravnom licu kao investitoru i dostupan je svima zainteresovanim stranama u sedistu lokalne samouprave i u elektronskom obliku preko Interneta. U njemu se nalaze, izmedju ostalog, i podaci o sudskim sporovima i krivicnim postupcima pred sudskim organima, i svi drugi podaci i cinjenice koji se odnose na investitora.

Ono sto mi jos smeta kad gledam oglase o stanovima je sto skoro nikad nije napravljena jasna razlika izmedju stanova koji se prodaju iskljucivo za kes i onih koje je moguce kupiti i na kredit. Takozvane brze prodaje nisu tako retke ali ipak je to u neku ruku karakteristican vid prodaje u kome vaze neka druga pravila. Tacnije, pravila su podlozna promeni jer neophodnost prodaje vlasnika nekretnine obicno nagoni na neke ustupke. Ako ste kupac, korisno je da takvu informaciju znate pre pocetka pregovora.

Zamislite situaciju u kojoj zelite da kupite nekretninu ali, ponuda stanova, jednostavno nije dovoljno dobra za vaš ukus pa citav proces odlazete na neko vreme dok se na trzistu ne pojavi onaj pravi. Govorim o stanu.

Slozicemo se da je to odlican pogled na zivljenje: znati sta se hoce i ne pristajati na ustupke. Ima i ovde prostora za kompromise ali u ogranicenoj meri. Poenta je sacuvati principijelnost i sustinu pohranjenu unutar svake individue. Ne svidja mi se, ne kupujem ga po svaku cenu, cekam onaj koji mi u potpunosti odgovara. Govorim o stanu (neki drugi put ce biti vise reci o sekciji Nis stanovi izdavanje). Ne o partneru. Koalicionom a ni onom drugom, zivotnom.

Postoji jos jedan osecaj koji je po kvalitetu istovetan imanju izbora/mogucnosti da se bira a to je poklanjanje. Pada mi na pamet isprepletanost ovih emocija koje zene imaju kada na rasprodajama iskopaju ono 2+1: em su birale do iznemoglosti, em su dobile nesto gratis. Ultimativna sreca, priznace vam svaka zena. Nego, necu sad digresiju. O poklanjanju cu da prozborim koju. Poklanjanju stanova.

U trenucima preispitivanja kvaliteta zivota (sto obavezno dovede do zaljenja za proslim vremenima), uglavnom u ambijentu velikih porodicnih okupljanja, cujemo i ono: „ Eh, u Titovo vreme...“ Posto to vreme nisam zakacila, moram da se raspitam, ali to cinim oprezno, povrsno cak. Uglavnom izbegavam jer mi nije prijatno da slusam o tim blagoslovenim vremenima, naime, zavist je jedna od mojih izrazenijih osobina. Mislim, cime su oni zasluzili da im zivot bude lep i zasto ja to isto nisam zasluzila? Pritom ne zaboravimo da uredno placam, struju, porez i telefonski racun. I TV pretplatu cak!

A kako da odolim pa da im ne zavidim kad su oni dobijali stan od drzave? Kako bese je isao onaj socijalisticki koncept: besplatno zdravstvo i skolstvo, siguran posao uz koji je isla i ponuda stana tj.poklanjanje stana. Tesko je zamislivo sad, cak i onima cija je moc imaginacije prilicno velika. Valjda je to zbog generacijskog prokletstva u vidu usadjenog osecaja da je drzava zaduzena da uzima od nas a ne da daje nama.

Doduse, kroz maglu se secam da sam u ranoj mladosti vidjala i oglase za posao u kojima je pisalo „smestaj obezbedjen“. To bi znacilo da se dobija stan na koriscenje. Nije bas isto kao kad dobijes stan u vlasnistvo no, ljudi, situacija je ozbiljna, daj sta das. Bolje vrabac u ruci nego... Dobro, dosta je ovih pametnih na svaku situaciju primenljivih narodnih umotvorina.

Ne znam kako je u socijalistickom samoupravljanju citav proces dodele stanova bio regulisan, pominju se neke komisije, pa bodovanje po razlicitim kriterijumima (to mi nije bas najjasnije) ali iskreno verujem da je sve bio dobro uredjen sistem. No, da li je postajala mogucnost da se stan bira (mozda je neko hteo Nis kuce, dakle kucu na poklon, a ne stan)? Tacnije, da li je bila ostavljena mogucnost da se stan osacuje pa, ako vam se ne svidi, da ostanete na listi i sacekate neki adekvatniji a ovaj prepustite kolegama. Ili, mozda, da se zamenite s nekim?

Koliko su ovi iz Komisije bili fleksibilni i predusretljivi ili je i za ponudu stanova vazilo ono „poklonu se u zube ne gleda“? I to bi bilo sasvim u redu, ljudi ti poklanjaju a ti jos tu nesto izvodis. Znam da ja danas bih, da bih zakerala i izvoljevala, vecito nezadovoljna i nezadovoljena, u potrazi za vecim, lepsim, svetlijim, modernijim. Da, jos uvek govorim o stanu.




Kad malo bolje razmislim, mozda se bas zbog toga sa poklanjanjem stanova i prestalo. Dozlogrdila upravnim organima ljudska nezahvalnost i nezajazljivost. Pa, mozda je zbog toga. Dobro, znamo da nije, ali na trenutak dozvolimo mogucnost koja teoretski postoji da jeste.
